Summary

This project aims to strengthen a collaborative research community on French-language health services (FLHS) tailored to the needs of Francophone minority communities (FMCs) in Ontario, Manitoba, and New Brunswick. Inspired by health system performance evaluation frameworks used in Canada and elsewhere, our approach links population demand and needs to service supply, with a focus on accessibility, quality, and equity. We seek to answer key questions: To what extent does the current supply meet the needs of FMCs? Do these populations have equitable access to services in their language? What are the best practices in terms of access to FLHS? What measures can improve the performance of health systems in this regard?
Three components will guide the project: analysis of living contexts and health indicators to identify needs and vulnerabilities; study of the impact of policies, organizational practices, and innovations such as telehealth on the provision of FLHS; and knowledge mobilization through a geographic data visualization platform and the production of strategic summaries and science capsules.
Our methodological approach is based on a combination of contextual, spatial, quantitative, and qualitative analyses. We map populations and service provision at different geographic scales, while identifying social vulnerabilities and needs using health indicators and social determinants. Analysis of documents, interviews, and focus groups enable us to assess the impact of policies, organizational practices, and innovations (such as telehealth) on the provision of FLHS and their adequacy to meet the needs of FMCs.
This project brings together the research team, community partners, and institutional partners, to generate integrated evidence to support policy, optimize service planning, and promote better access to health care for Francophone minority communities.
